What You Need to Know About the Enbridge and Save on Energy “Home Renovation Savings Program”, That Launched January 28: Heat Pump Rebates and Contractor Requirements

If you’re in the HVAC industry in Ontario, you’ve probably heard the buzz: “Heat Pump rebates are back!” While that’s true, things are a little different this time around. The new Home Renovation Savings Program, which launched January 28th, introduces some significant changes compared to previous rebate programs. From adjusted rebate amounts to a stronger emphasis on fully electric heating systems (thanks to backing from the IESO), it’s clear this program isn’t a simple repeat of past government initiatives. Plus, contractors will need to meet new requirements, including mandatory training, to participate.

The Home Renovation Savings Program Details – How Heat Pumps Fit In

This program is part of the Ontario government’s massive $10.9 billion investment in energy efficiency, which includes 14 new and expanded initiatives aimed at helping families and businesses save money on energy costs.

With support from the Ontario government, Save on Energy and Enbridge Gas have teamed up to offer rebates for energy-efficient Heat Pump installations. The program covers homes heated by natural gas or electricity and offers rebates for both cold-climate air-source and ground-source Heat Pumps. Eligible systems can include centrally ducted, partially ducted, or ductless mini-split setups, giving homeowners plenty of options to improve energy efficiency and receive the rebate.

 

Equipment Eligibility: What Equipment Qualifies for a Rebate?

  • Rebate eligible Heat Pumps must be listed on Natural Resources Canada’s (NRCan) qualified product list as a cold-climate air source or ground source Heat Pumps. This includes centrally ducted, partially ducted, or ductless mini-splits.
  • Heat Pumps must be capable of distributing heat throughout the entire home, including basements, and must operate year-round as the primary heating/cooling source.
  • Must include all system components (indoor and outdoor units or furnace/air handler).
  • The Bosch IDS 2.0 Heat Pump and the Amana S-Series Heat Pump both qualify under NRCan’s list as a cold-climate air source Heat Pump. When paired with the electric Air Handler, they also qualify as a fully electric system.
  • Bosch Geothermal qualifies as a Ground Source Heat Pump. 

 

Residence and Homeowner Eligibility: Who Qualifies for a Rebate?

Residence where the Heat Pump is being installed must follow these requirements:

  • Must be a single detached, semi-detached, row house, townhome, or mobile home on a permanent foundation.
  • Have at least six months of occupancy (new builds do not qualify).
  • Be receiving a first-time Heat Pump installation (existing Heat Pumps are ineligible).

For homeowners to qualify for these rebates, they must meet the following criteria:

  • Must be an Enbridge Gas customer using natural gas (furnace or boiler) or connected to the Ontario electricity grid and heating their home electrically.
  • Must own the home where the Heat Pump will be installed (landlords must apply on behalf of tenants).
  • Must be responsible for the purchase and installation costs of the Heat Pump system.
  • Must sign a Participation Agreement.

 

What Rebates Are Available?

For Enbridge Gas-Heated Homes:

  • Ducted/Ductless Heat Pumps (ccASHP): $500/ton, up to $2,000.
    • Our Bosch IDS 2.0 and Amana S-Series systems both qualify as a ccASHP.
  • Ground Source Heat Pumps (GSHP): $3,000 (flat rate). 

For Electrically Heated Homes

  • Ducted/Ductless Heat Pumps (ccASHP): $1,250/ton, up to $7,500. 
    • Our Bosch IDS 2.0 and Amana S-Series systems both qualify as a ccASHP when paired with the electric Air Handler.
  • Ground Source Heat Pumps (GSHP): $2,000/ton, up to $12,000.
    • Our Bosch Geothermal line qualifies as a GSHP. 

 

Contractor Eligibility: How To Qualify as an Eligible Contractor?

Step 1: Complete Manufacture Heat Pump Training.

  • To be eligible to install Heat Pumps under the Home Renovation Savings Program, you must complete manufacturer training and receive a certificate of completion. During the registration process, you will be asked to upload proof of completion. You will need a certificate for each brand you want to install under the rebate program.

Step 2: Register to be on the Home Renovation Savings Heat Pump Contractor List

  • Register for the Home Renovation Savings Program and receive written approval. Once approved, you will be listed on the official Contractor List to offer rebates to homeowners. 
  • Dealers can register to install multiple brands of Heat Pumps, but each requires the appropriate training and certification.

 

Once You’re Registered: How Does the Application Process Work?

Unlike rebate programs of the past, this program does not require an energy audit. The program application involves three steps:

Step 1: Pre-Installation Application. Submit the following and receive written approval before proceeding with the installation:

  • Signed Participant Agreement from the homeowner
  • Work Order, Quote, or Estimate
  • Photos of existing heating equipment nameplates
  • Heat Pump system’s make, model, and AHRI number
  • Completed NRCan ASHP Sizing and Selection workbook (for ccASHP installs)
  • Any additional project information that’s required

Step 2: Install the approved Heat Pump per program requirements

Step 3: Post-Installation Application. Submit final project details and documents to complete the rebate process.
Payment Options:

  • Rebate will be paid directly to the homeowner.
  • Upfront purchase or financing is accepted
  • Rental, lease, and lease-to-own payment options will not be permitted at the launch of the rebate. However, they plan on incorporating these options at a later date.
